Q&A - Manaforged Arrow Support Setup

Context:
I'm currently strolling through POE.NINJA as well as other bow builds on YouTube, and the majority of them have implemented the common setup of

"Manaforged -> Frenzy -> Power charge on crit -> Culling Strike/Inspiration (Rarely but have seen)"

and it's obviously to have perma sustain of frenzy.

But I was browsing through Lilly (the gem vendor) and came across "Ensnaring arrow" which gives -> 20% More proj damage as well as some other debuffs. Now I did some reading, and most commonly, typical answers to the reason as to why people don't use it are because of the "Final Target" condition, Hence if you have pierce/Fork/chain, it wouldn't work...

However, let's say you're playing Cold Tornado Shot (TS) + Herald Of Ice, realistically, you don't need either of those projectile behaviours to have a good clearing as long as your TS has a high enough projectile speed which you would normally stack as much as you could for it.

Question
So why isn't it being used in the current meta of manaforged setups? Am I missing something or people don't use it because no gem sockets T_T
