" It looks like driver issue, i used this reduced texture quality as a cheat with Nvidia inspector on some older games when i was younger just to remove "some" bushes. Maybe that in your scenario game cannot find the shader file and the change stops it to search for it, this could be the result of it,, you can try to manually point the game where to search for the shaders.
