Immolation race and cleave 40% reduction

I was wondering how the 40% reduced Physical Weapon Damage while Dual Wielding on cleave behaves in Immolation races. Is the reduction done before the physical damage is converted to fire or after, and thus no reduction is done?
Just curios since a lot of people are cleaving these days ^^ |
