Problem with ping, route trough Cloudflare - AS13335 with 130+ms

Hello everyone i am having a hufe issue with a server conection.

I am from Brasil, the route go trought a São Paulo Cloudfare, once it hits there my ping goes nuts.

i am not sure how IPs works, so i am just going to paste my tracert here without the ips numbers.

1 <1 ms <1 ms <1 ms 192.168.0.1
2 1 ms 1 ms 1 ms 10.0.220.2
3 2 ms 2 ms 2 ms 10.1.70.6
4 144 ms 127 ms 127 ms as13335.saopaulo.sp.ix.br [187.16.219.111]
5 133 ms 127 ms 127 ms 172.68.16.115
6 127 ms 127 ms 127 ms 104.16.16.243

Well as you guys can see, everything goes really well, untill it reaches the CloudFare, after that impossible to play, since the ping jumps from 20 to 400.

Btw, the problem only happens at 7:00/7:40 pm UTC-3 to 10:00/10:30pm, everyday, the rest of the day is completly normal with 20ms max.

Obs. i am not very good with servers and routers, if the information is limited let me know.

Obs.2 - I tried using NOping/Gearup, with alot of diferent routs, nothing works.

Obs.3 - Other games, PUBG, ABI... all working just fine, this problem is only with poe.

Help please.

Nobody is able to interpret a WinMTR log without seeing the IP addresses.

Google, as i said i am not very smart with network, routes, i have no ideia.

I live in Ireland, and ran a test to an Irish news website.

Here it is - like I said, the first IP address is the exact same;

tracert www.pathofexile.com - this is what i used, i have no ideia how to do this with the game or something like that.

No VPN being used, also disabled the GearUP, which is a really close thing to NOPING.
