Overseer tablet adds Powerful Map Bosses, but doesn't interact with atlas passive tree.

Not sure if it's a BUG or intentional, but.....
 This and the other passive that gives "Non-irradiated areas with powerful map bosses have +1 level" only work if the map was "previously" (as in spawned this way, since they reworked tablets it's not possible to artifically create it anymore) affected by powerful map bosses.
