Weathered in light has vanished from my action bar, no longer able to command it. Help!

I just got weathered in light and it’s amazing and it was in my bar bc it’s a commanded one.
Then all of a sudden it just wasn’t there when I went back to town and back to my instance. And now nothing I try works to get it back.
I’ve reset the game, I’ve equipped other grafts and then reeauipped weathered in light and it’s still not there.
Anyone know how to fix this? Much thanks, GG
