QUESTION: Wand Mastery - Fires Extra Projectile

I notice this mastery will result in Kinetic Bolt firing twice at the same time. This surprised me because kinetic bolt states extra projectiles add more zig-zags. Instead I see two separate kinetic bolt projectiles leave the wand at what looks to be the same time (although they could be offset slightly in time).

So my question is: can these two separate kinetic bolts hit the same target?

Typically extra projectiles cannot shotgun because they all have the same timestamp (or something like that). However this wand mastery is not acting like an extra-projectile support gem -- which is why I ask.
