Shocked enemies with duration remaining lose Shock upon exiting Shocked Ground

I've noticed that with this Invoker ascendancy point to randomly create shocked ground upon shock, that it's really more of drawback than a benefit.

Even though I am applying a long duration shock, if I am unlucky enough to proc this ability, it will create a tiny patch of shocked ground, which - while it does properly keep the magnitude of the shock - results in the enemy being affected by an "undurationed" shock that will just disappear as soon as they move off the ground surface.

Even abilities like Primal Strikes won't keep this kind of shock on, it's just gone as soon as they step away.

I would have expected the shocked ground to be in addition to the timed effect, and for the timed effect to resume if they walk out of the shocked ground. As it stands it's pretty annoying.
