PoE Lagging and Stuttering

Hello there.

So, I'm experiencing a problem with PoE constantly lagging and stuttering. It's getting to the point where it's pretty annoying and just outright unplayable on certain moments. I just built my PC a month or so ago, played a bit of last league and I wasn't having any problems. This league from the beginning there were some minor inconveniences, but nothing too severe during the acts. However, once I got into maps things are starting to get worse. I get killed during the lagging, and on some occasions even disconnections from the server.

I don't know what could be the problem, but I got it all on video, recorded it with OBS and uploaded on YT for you guys to look into it.

The settings I've used are shown at the end of the video. Tried changing them but no luck. In the moment of the video I'm on Vulkan, but with D12 was exactly the same thing. I'm using the Steam client, with Path of Building and Awakened Poe Trade running in the background, as well as my Discord.

My PC specs are:
- AMD Ryzen 7 9800x3d
- AMD Radeon 9070 XT
- 32 GB Kingston Fury (2x16) 6000 MTs/30cl
- 2TB NVMe WD Black SN850X

I'd also like to point out I have 250Mbps download / 40Mbps upload internet that is pretty stable, so I've tried hopping on another game in between sessions to see if I have internet problems but I have constant <20ms on games like CS2 or The Finals.
