Heavy Stun Bar from Block does not reset when getting heavy stunned

When you get heavy stunned from blocking too many attacks, the heavy stun buildup bar doesn't reset, it stays at 100%. You instantly get heavy stunned again as soon as you block.

I found for these, I had to stop taking stun threshold damage (like blocking) for a little while, then it’ll slowly clear.

Stun threshold recovery affected how fast it went down; and i recall a stun recovery delay stat also.

Does yours just never go down at all?

On Warrior while spamming Resonating Shield the stun bar doesn't drop. Very annoying. Is it intentional?
