Typing ~ (tilde) bugs the game out

Typing the key combo for a tilde (shift+`) anywhere and at any time will cause the game to go into a nigh-unrecoverable state of minimizing itself any time it is restored, and also restoring itself any time it is minimized. These are two separate effects such that if you break one, the other one continues to happen. It seems possible to break both of these and resume playing the game, but I have found no consistent way to do this. If I cannot break either one, then I am forced to use the task manager to shut down the game process due to being unable to exit the game normally.

This is highly problematic because this key combo is used for two (2) very common and standard game functions:
- A.) to bring up the in-game Discord overlay
- B.) typing ~ into search boxes to enable approximate query mode

In addition to these two game functions, tildes (~) are commonly used in chat to denote something being an approximation, and sometimes they are used within emoticons or other simple ASCII text. Common enough character, can't be used in-game without first storing one on the clipboard.
