Tattoo of Hinekora Bug

Was running my third toon through the campaign. Everything was fine when I was progressing through the “Eye of Hinekora” island in act 4.
I beat Yama, received the Silver Coin and progressed to the Halls of the Dead. I spoke with Navali, and she offered the Tattoo of Hinekora.
My inventory was full, so I exited the dialogue and made space in my inventory.
The dialogue and quest progressed. The mission is now to “us the Tattoo of Hinekora.”
But j don’t receive it. I still have the Silver Coin.
I’ve tried resetting instance, leaving the silver coin and getting a new one from Yama, but no success.

Please fix, as I’m missing 2 skill points.
