Mammoth boss not dropping quest item

I've tried killing him 3 times, without any loot filter just in case it was hiding the tusks. I've tried a fresh instance, but the tusks just aren't dropping for me. anyone else have this issue or have some advice?

I managed to get the tusks by killing the mammoth before the necromancer. No idea why that worked, but it did.
