Bugged Perfect Exalted Orb minimum level modifier
After the update of POE2 0.3.1, I have had multiple occasions where using a Perfect Exalted Orb on boots generated the mod '#% Increased Energy Shield Recharge Rate'.
Since perfect exalted orb has a minimum modifier level of 50, this mod at a highest tier of lvl48 shouldn't be augmented on the item. An explanation or fix is expected. Last bumped on Oct 3, 2025, 11:15:35 PM

The Perfect orbs will not exclude modifiers entirely because they have no tier above the minimum level. In such cases, that modifier can still be chosen and will be applied at its highest tier (even if that tier requires level 48).
You may find the orbs' descriptions insufficient to explain that, but it is the way they were designed. POE will always have throwaway modifiers to dilute the affix pool. (Edit: As pointed out below, the hover text does describe this restriction. I'm also not suggesting that recharge rate is a throwaway mod. :P Particularly when crafting, it's always a good idea to be sure that you fully understand how the currency will apply as POE gets quite complicated in that regard.) Thanks for the responses guys, I did read something similar on reddit where it would take a lower level tier.
However, from the fine print it says except if the specific modifier would be excluded. Which is my case the boot had 2 possible Defense mod as I was using Omen of Homo, they are Deflection and Energy shield recharge. In this case, since deflection isn't excluded, shouldn't it be able to only pick deflection since it has a higher mod level than 50? |

" They mean for each and every possible affix that might otherwise be excluded by the level requirement limit, not a whole tagged category/group of modifiers. So both or all defence-tagged modifiers can still roll and respect the omen if you only had defence modifiers on the item. Without the omen, this would include any other possible affix of other tags, either respecting the minimum level or including the top tier of an affix that doesn't meet the minimum. You could get life regen, reduced attribute requirements, or light radius (on applicable bases), for example. The orb is guaranteeing that for any modifier (affix) it rolls, the result will either meet the minimum level or will be the top tier for that affix. No affix will be excluded from rolling, so long as it is possible for the item to add that affix (e.g., due to prefix and suffix limitations or other factors). Also be aware that there are some limitations for combining omens with abyssal desecration currency (e.g., when using the Omen of Putrefaction to add multiple modifiers to an item, minimum modifier levels from ancient bones will be ignored).
