Sound Effects Gone Since Act 3

As the title says, since i got to the ziggurat encampment in act 3 the sound effects have just gone. A game restart brings them back for about 5 minutes to which then they become intermittent and then 30 minutes or so they just go altogether and the only sounds heard is the background music and npc and player voice lines. This is still apparent in act 4 and even the interlude. I have tried updating/reinstalling sound drivers on the pc, uninstalling and fresh installing path of exile, changing graphic settings and changing the channel count from high to medium to low and vice versa with nothing changing. Even the click sound from pressing log in has disappeared. This only happened after the rollout of the 0.3.1 update. Also switched from DX12 to vulkan and back to no change also
