new affix/modifier: +x% to chance of identifying items on drop

Could for example replace the undesirable light radius suffix and would actually be very useful. It would mean fewer trips to the hideout while inside a map: More time playing the game, reasonably less time sorting through stuff.

As the cherry on top, this could even open up the possibility of loot filters that can access affix tiers. Way less tedium + instant gratification for finding great equipment.
