General's Bindings passive node incorrect effect

I just bought Megalomaniac with General's Bindings passive node, and I noticed that it have incorrect effect:
Before: 169 armour and 36726 evasion rating;
After: 359 armour and 36726 evasion rating;
So, this node only added 190 armour, when it should add 8% of evasion rating which is 36726*0.08=~2938 armour.
I tried to allocate this node with passive skill points, with no megalomaniac jewel, with same result.
