well of souls crafting failed could not generate mod

1. start a new character
2. buy a low level wand
3. use a gnawed jawbone on it
4. pass it to a character who can access the well of souls
5. attempt to reveal mod
6. observe error message "crafting failed: could not generate mod"

if it's too low level to generate mods from the well of souls, it would be nice if jawbones didn't work on it. it was a pretty decent starting wand, and now it has a permanent dead mod
