Reseting Passives issue

so i have reset my passives a few times now but everytime i level up the passives that i switched seem to be allocated a different way. I'm trying to respec the three cast speed nodes that includes Practiced Signs with the the one undernether them that give mana regen. and it keeps reseting back to the cast speed nodes
