Poor performance of the game

Hello,
My specs are:
32GB RAM
EVGA Geforce 3080 10GB
Ryzen 5 7500f
MSI Tomahawk B650.

With this im struggling to pull stable 30fps on low graphic settings. From what i read from in-game graphs the highest ms is caused from vram.

Tryed uninstalling the game, deleted shaders cache, changed shaders cache capacity to 100GB.
Looks like GPU is not hardly used, because temps are kept low, around 70C, while on highly demanding games it gets to 89C.
Nothing changed. Any solutions?
