Rare mobs random annoying effects still progress/trigger when slowed/stopped
This has been going on for a while and it's really frustrating - the entire point of slow/temp chains/chrono is to slow/pause mobs, all these random stupid rare affixes firing off lasers and stabby daggers in the ground and anchors and all that other garbage utterly defeats the point of all the mechanics, it should be fixed to be properly affected by speed/cooldown/freeze/time stop
