Pieces from Projectile Acceleration II doesn't seem to affect Eye Of Winter

Projectile Acceleration II has a feature that it has a 40% chance to pierce an enemy. I've tried a lot of times throwing Eye of Winter to enemies and I am pretty sure it never pierces.
