bug cast on crit missing shocketed skill

I don't understand why I get a “missing shocketed skill” error on Cast on crit gem. I have compared it with another gem of the same level, the only difference being the quality and the sockets and the new one works and the other one doesn't.

I forgot to keep the cursor in the video, but the error I get is “missing socketed skill.”

I tried changing my weapons and swapping them from 1 to 2 and 2 to 1, and only CAST ON CRIT works on the second one with that upgraded gem.

The problem started when I changed an armor piece, so I put the old one back on, but that upgraded gem is still causing problems.
