cant move anywhere in end game mapping

I cant reach any more towers because its all covered in fog, I have done all spires and now I cant move in any direction north east south or west, i cant open a different area of fog , or reach any " citadels " which I haven't even seen yet.

is there a fix for this because what's the point if I cant move?
