Unable to gain power charges

I'm currently playing the interlude at level 58 and suddenly my character cannot create power charges. I have two heralds plus combat frenzy active, and I have enough spirit with some to spare. I don't have any notifications in my menu or exclamation points notifying me of anything that I am missing or not at a required level. I'm unsure of how to fix this. Ive unequipped and re-equipped all my gear and skills but no luck. I’ve even refunded resonance passive skill node and re equipped it again yet no luck.
