power charge with Profane Ritual

I'm trying to get a power charge with Profane Ritual, but strangely, if I have two weapons equipped, casting Profane Ritual with the second weapon doesn't work. However, when I remove the first weapon, Profane Ritual works fine and I get a power charge.What this problem is?
