Wake of destruction shocked ground overrides my shock

In my testing i could apply a 30% shock with plasma blast, that shock was supposed to last 20 seconds. But during boss fights i noticed my shocks wearing off way to early. i didn't know what was causing my shocks to disappear until i noticed that the shocked ground effect of wake of destruction was overriding my 30% shock into a 20% shock that immediately disappeared when the enemy was not standing on the shocked ground leaving me with no shocks.

so the shocked ground effect from the wake of destruction unique is removing my shocks.
