Screenshot: Encountered NPCs not available for Hideout and Guild Hideout (except Ange). Please fix!

At first, I thought I had to wait until hitting Act 4 to start receiving access to certain NPCs within my Hideouts.
That has proven not to be the case (as seen in the screenshot). I remember a time where for each new NPC you encountered, talked to them, and completed their respective Quests, those NPCs and their services became available right away to place in our Hideouts.  Please fix this! Thank you for your time :) HeavyMetalGear When game developers ignore the criticism that would improve their game, the game fails. Just because a game receives a great amount of praise vs. only a small amount of criticism does not mean to call it a day and make a foolish misplaced assumption that it is perfect. Bumped this because this is a core part of the game to have access to NPCs from our Hideouts where we do our Mapping.
Reinstalling the game doesn't help nor does repairing the game's files. When game developers ignore the criticism that would improve their game, the game fails. Just because a game receives a great amount of praise vs. only a small amount of criticism does not mean to call it a day and make a foolish misplaced assumption that it is perfect.
