Reduced requirements modifier not functioning properly on Reaping Staff

Unfortunately found this little one when trying to get to end game content with the Reaping staff.

Situation:
I had a lvl 18 reaping staff that I wanted to equip. It rolled a reduced requirements modifier that allowed me to equip it with my current INT stat. The number turned blue on the item as normal. I was able to equip the staff.

The problem:
Even though the staff equips, it would not allow me to socket support gems. I tried both weapon slots with no resolution. The only fix I found was to increase my INT to the base required level of the item.

I have not tried other items to see if this is a more widespread issue effecting other items.
