Struggling with GGG Support during the account recovery process

It's been weeks dealing with a PoE2 support agent, trying to help my partner get into her account for the new league. We've jumped through every hoop to verify her information and provided everything they've asked for. Now they are requesting:

[Removed by Support]

I don't understand how this would confirm her identity in any way. This requires her to create an account for and download a game she hasn't touched in years, just for the hope of regaining access to an entirely different game and account?

I was genuinely convinced we're getting scammed, and had to go check that we're still actually talking to GGG. I'm not sure if I'm just frustrated after the incredily long and inefficient process, or if this really is just a strange request. I'm at the point where I'm ready to give up with GGG and start the fight with Steam to get a refund.

Anyone else with experience of the account recovery process for PoE2 have any tips or even just confirmation that this is normal?
