Flat DPS Rings that actually reduce the damage instead of adding it

So i have now bought 2 rings on the trade site for very cheap that instead of increasing the damage on my skills reduce them.

Both the breach ring and the Gold ring have this Bug, the Amethyst ring is working as it should.
