Slow and despair bugs...

Sometimes when you get slowed by chill or any slow you get permanently slowed in that area even though that debuff was long gone from you.

Also why monsters inflict -30% chaos resistance with Despair curse but only -15% with Elemental weakness, seems like Despair was forgotten to be reduced by 50% on players?
