Phantom cooldown on specific "slot" in gem slots

Bug ID 4 189 755 297.

Don't know how to replicate this exactly.
I was running flameblast with second wind 3 support on, let's say, slot number 5 in my gem section. After a while, i swap places flameblast with ice nova, so, technically, ice nova now sitting on my slot number 5. And now having some cooldown and having this WITHOUT ANY SUPPORTS. And a new gem (ice nova) have this too. Besides cooldown, it now has 2 charges, like while using second wind support gem.

Fixed by re login into character.
