shader fps spikes. allow precompiling like linux

Shaders are taking a long time to compile, causing fps spikes.

Please add an option to allow us to compile all shaders on startup. I don't mind waiting 5 minutes at the beginning so I can have smooth fps later.

Also another issue is that shaders don't seem to be cached after a restart. Every time I restart the game, it recompiles shaders again.
