Is "Morior Invictus Grand Regalia" Body Armour Bugged?

I just bought this armour and if its sockets filled says give me a chaos resistances, global defence and all elemental resistances and I just put rarity talisman on that armor but it doesnt change my any res or defence.
is it not counting filled when we are put talismans? because it doesnt change my any resistance or global defence? or is it just bug?
