Rog not in Kingsmarch

Rog is nowhere in Act IV in Kingsmarch for one of my characters. I'm almost through the act now. He is at his table for my other characters.

Only thing I remember doing differently is that I talked to him at the bridge when entering the town, clicked through most of the dialogue and then rolled out of the dialogue before it was finished. Then talked to him again and got the book and I haven't seen him after that.

I have the same issue got the book and went on to the ship when I came back Rog is nowhere to be found :(
