Is Omen of the Sovereign bugged?

I used the omen of the sovereign and the dextral necromancy on an Amethyst ring. They were both consumed (I only had 1 sovereign and it was gone).

These two omens should have given me all Ulaman suffixes *only*.

However, when I revealed the desecration it was not all 3 from Ulaman. They were all 3 suffixes so the necromancy worked. But I had 2 Ulaman and 1 Amanamu . The options it gave me were +skill speed (Ulaman), max life on kill (Ulaman) and Dex+Str (Amanamu). Of course the one I wanted was not there (Lightning/Chaos res). Anyone else had this happen? I assume this is a bug? Did I somehow do something wrong? I don't get it.

I wanted to provide some video evidence of what I am talking about. This is a video of someone stepping through the process of desecrating a ring (same steps I used). Watch at 5:09. He ended up getting the one he wanted but if you look at the 3 options he was offered..one of them is *NOT* an ulaman suffix. It's dex+str which is amananu (same one that got offered to me). If you use an omen of the sovereign you should only be offered ulaman suffixes.

I just tried this again and got the same exact result. You can see below the omens I have activated and the options I got after revealing. The dex+str should not be offered unless there is some misunderstanding how this works. I did not get the 3rd ulaman suffix offered with chaos res.

Does anyone know if this is expected behavior? Is this omen supposed to guarantee 3 options from that category or just guarantee at least 1 option from that category?
This is the expected behavior because str/dex IS the Ulaman suffix. If you used poe2db modifiers page for rings to check, it groups the two str/X suffixes together with the tags for the first affix but just like for +skills and the like, it only shows the individual properties for each option when you click it to expand the table.

str/dex is ulaman, str/int is amanamu, dex/int is kurgal.
