Perfect Augment Orb Modifier Level Not Working

I'm using perfect orb of augs on a bow. The orb says the minimum mod level is 70, but I'm rolling leech, enemy hit with attacks, additional arrow, which are lvl 68, 40, 55 respectively!

I'm using them in conjunction with orb of annulments, maybe that's a source of the bug, but in any case I've lost a lot of currency because of the incorrect math lol.

For these < lvl 70 modifiers, it's always giving me a T1 roll of them, but according to how everything is worded I shouldn't be hitting them at all.

Yes, it's worded incorrectly, but look in the wiki: Perfect Orb of Augmentation (Mechanics).
