Rares won't spawn in Hourglass rooms on 2nd floor of Sekhemas

2nd floor Hourglass rooms often won't spawn rares, or only spawn 1-2. When this happen you will need wait for the counter to tick down to 0.

repo steps:
- go to Hourglass rooms on the 2nd floor
- kill monster as normal
- there is a very high chance that no rare, or just 1 or 2 rares will spawn


other notes:
- only 2nd floor Hourglass rooms affected, the other floors are working fine

It looks like it's one specific hourglass instance and I think it's because there's a missing frozen rare, there's only 2 when there's usually (and used to be in this instance) 3. If I hazard a guess it triggers to "wake up" the missing mob which isn't there to wake up anymore leaving you to just kill trash.
