Bloodmage + level of all spells from wand and focus not applying

Hi Team,

After latest patch the +spells levels on the equipment is not getting applied to the spells on the bloodmage character I have. Can you please check if this is a bug? I've reloaded the game multiple times, it's not working.

Issue has not been resolved. I've tried using different skills, respecd, used other +level equipment. The levels are not being applied to the spells. Act 4, did not finish campaign yet.

Issue resolved. The spell was selected to be cast with both slot I & II so I had to check it to be cast with slot I with +spells level.

How to solve this Issue?

How can I select to be cast with slot I?
