Banner placed by Tactician has no effect when inside the area

I’m playing Tactician Ascendancy and using three different War Banners.
When I place the banners, I don’t get the Master of Command effect while standing inside the banner area.
However, if I step outside the banner radius, the Master of Command effect suddenly applies when I have the Bannerman notable allocated.

Is this a bug or am I missing something?

Ever figure this out?
