Perfected Orb of Transmutation is broken?

Hello! In theory the Perfected Orb of Transmutation's entire purpose is to ENSURE you obtain a minimum level 70 modifier on the item when used. After watching a video on this, I was excited to try it but on an iLevel 75 base Focus, using a Perfected Orb of Transmutation, I received a level 66 modifier... T2 Energy shield recharge rate to be exact.

Is this a bug, or was something changed?

Same here was aiming for T1 flat damage prefixes on gloves LVL 75 mod on a normal lvl 75 gloves bace and out of 3 item LVL 75 dex gloves bases got T1 % evasion LVL 65 mod, T1 + Max Mana LVL 60 mod and 1 was what I was expecting based on the 70+ perfect blue orb descriptions and LVL 75 item LVl cealing.

So either the either the text isnt clear, or most likely something is wrong as the other perfect orbs dont do that with their 50+ floor.

Got Mana Regen+Light Radius (30) on a Perfect Trans. It definitely is bugged.

I don't have the improved currencies to show a screenshot for myself, but poe2db seems to show the the "Minimum Modifier Level" is a keyword that you can hover over for an extended description. That description starts with this line:

Added random modifiers are at least this level or higher, except if a specific modifier type would be excluded entirely from being able to roll.

For your focus, for example: a minimum modifier level of 70 would mean that Energy Shield Recharge Rate would not be able to roll, because the item was level 75 and the T1 modifier is level 81. Since you rolled Energy Shield Recharge Rate, you got the highest tier of that modifier that your focus could receive, which was T2.
