[BUG]Double Vision + Nova Projectiles Support does not trigger Surges

When equipping Double Vision Dyad Crossbow, and using a skill linked to Nova Projectiles Support gem, the skill can build up Surge stacks, but it can't triggers Surges.

Although I don’t have a character to test it, I suspect that Spire of Ire Helix Spear and Amazon Ascendancy may also have a similar bug.
