Living Lightning Not working on some skills

Living Lightning can be socketed into shockwave totems and spear throw, but neither will proc the minions. The base melee spear attack will proc them just fine.

Also doesn't work on mirage archer

I've also tried it on Raise Shield paired with support gems Lightning Attunement (because shield bash does damage) and with Crackling Barrier (because it's channeling) and neither combo would spawn any minions.

Same for Unearth. I paired Lightning Attunement with Living Lightning and neither the bone spikes hitting enemies or the constructs themselves doing damage would trigger a lightning minion.
