Passive Tree UI - Notables don't light up correctly unless you've got a point to allocate

[Correct behavior] When I have a passive point to allocate, every notable node I've already picked is lit up as expected.


[Bug] As soon as I allocate the point, most notables become dark except those near the center of the passive tree.
