Overwhelming Presence Doesn't seem to Work?

Enemies do not have the visual effect from the aura, and there is no debuff icon indicating they are afflicted.

edit: the aura has a visual on enemy monsters that is different from before. It makes the monsters have a slight red glow.
No aura Icon or debuff Icon present though. |
