POE2 Multiple nodes "Activation Failed"

Multiple nodes on my atlas say "Activation Failed - Map is not accessible" When the node is lit up blue and even might have only one way into the map.. i meet the requirements such as "must be tier 6 or above" fails with a t8 map on the new jade islands boss node . same with "castaway" unique map. this is completly cutting off routes forward in some instances.
