Jade Isles / Derelict Mansion not accessible despite being blue and connected

I see that it requires a T6 waystone - I've tried putting in waystones of all tiers and mod counts, and the maps won't open. They are accessible, connected, I've done the prerequisites to click the stones in the other maps to open the connection. But when I put in a waystone, and click traverse, it sends me back to the hideout with no portal and my waystone is still just sitting in the map device. On both derelict mansion AND jade isles.
