Infernal Cry 0.3 Doesn't work with crossbow attacks

Infernal Cry supposed to empower attacks (nothing mentions it should be melee only) with additional fire damage, but seems never do it with ranged attacks (particularly, with crossbow, including it's default attack). I simply get 1 stack of empower evry time I activate it near enemy pack but it's never triggered by any crossbow skill tagged as Attack.

Comburstion part works perfectly fine as it's effect on the enemy.

Adding to this, I can also confirm it doesn't work with Spear ranged attacks.

I was expecting to use it with Explosive Spear but it never consumes the Empower charge, which seems at odds with its description.
