Brand Recall spending 100% of Brand Cost when used with Whispers of Infinity

Brand Recall "Spends 20% of Brand's Cost" in addition to it's own Mana cost. The unique amulet Whispers of Infinity seems to make this line non-functional.

The following tests were done in a "Players cannot Regenerate Life, Mana or Energy Shield" map and with the Ghost Shroud Keystone while having insufficient Evasion to measure actual cost.

Test 1, no Whispers
Brand Recall costs 25 Mana
Each Brand costs 78 Mana
There are 7 Brands
Expected cost of 25+78*0.2*7= 134.2 Mana, actual Mana cost was 130.

Test 2, with Whispers
Brand Recall costs 28 Energy Shield
Each Brand costs 89 Energy Shield
There are 7 Brands
Expected cost of 28+89*0.2*7= 152.6 Energy Shield, actual cost was 651 Energy Shield.


The actual cost does match the expected cost if the line "Spends 20% of Brand's Cost" is non-functional.
